I've discovered the Ember-Eye's plans for an assault on Koeglin Lighthouse. I should bring these to Koeglin Village.

As you approach the Koeglin Lighthouse, you'll notice a piece of paper left on a table:

"<These papers show plans to take over the Koeglin Lighthouse and extinguish the lights.>"
I should take these plans to Koeglin Village and give them to a deputy.
