Balen Hlaalu is a Dark Elf accountant and member of the Thieves Guild who specializes in corporate espionage. He previously worked for the at-Addin Syndicate and House Hlaalu and many of the Guild's major heists were possible due to the information he passed on.

Balen returns to the guild after the guild revisited the al-Danobia Tomb.

"These new recruits are all well and good, but I'm glad to see more experienced guild members, such as myself, returning to the fold.
I just hope Zeira can restore our former glory."
"Crime is nothing more than a series of calculations and figures in a ledger. Understand the numbers and the world is your goblet of golden wine. As soon as the guild is back to full strength, I can have us profitable in no time."
"I've handled the accounts of House Hlaalu and the at-Addin Syndicate. How do you think I grew so rich?
Besides, being in the right place at the right time allowed me to pass along information that the guild used to plan some of its biggest heists."
So you're a thief? What kind of thief?
"You make it sound so … pedestrian! I am a member of the guild, just like you. But instead of working with lockpicks, I balance ledgers while keeping my eyes and ears open for interesting … business opportunities."
So you're actually a spy?
"That's one word to describe what I do. And I do it very well.
I am a little worried about this Cosh person, though. Until I can examine his ledgers and review his journals, he's just an empty box, as far as I'm concerned. And I hate empty boxes."
Does Zeira trust you with the guild's finances?
"If you're implying that I'd ever do anything to hurt the guild—well, that notion is as outlandish as a bonnet on a dragon frog!
Now unless you have some legitimate concerns to discuss, I'd prefer you let me get back to my books."
