Wind Keep is a settlement found at the base of the Cumberland Falls, in the province of High Rock. The town's people are well-known across the province for being expert clothiers and tailors, while producing the finest light armor around. Many Breton families reside in Wind Keep and live up to its prestige, such as the Garments, the Habiliments, the Raiments, and the one who presides over all of them, House Manteau.[1]

When Wind Keep was founded is unknown. House Manteau has existed since the early-mid First Era. They made their name at this time by tailoring coats for King Joile of Daggerfall and his court.[2] Wind Keep was also the name of the fort south of town. When King Aphren Gardner of Wayrest took it over, he changed its name to Aphren's Hold while the settlement kept the original name.[3]

Sometime in the mid-Second Era, Wind Keep was ruled by an unnamed count, who married a young Lady Ilise of House Manteau. At some point, the count passed away and Ilise Manteau decided to take leadership. Ever since she became a widow, suitors all over Stormhaven came to town to court her, but for years, she never re-married.[3][4] By 2E 582, Wind Keep was a territory of the Daggerfall Covenant,[5] and trouble across the surrounding region halted traffic to the town in the last few months, like the Supernal Dreamers in Menevia and the Ironhand Ogres in Gavaudon.[6]

In 2E 582, more suitors came to court the Countess, each looking to elevate their status, one of these people was Sirion Guerat, a member of the Supernal Dreamers trying to overthrow her. His gift to her was a cursed mirror that changed her disposition and turned her into a reclusive shell of her former self. After she called all her servants and dismissed them from work, she shut herself inside the manor, leaving everyone wondering why.[3]

One of these servants, Mathias Raiment asked an adventurer to solve this issue and they found the Countess enchanted by the mirror. The adventurer entered its mirrored realm, saving the Countess from the reflective spirit that trapped her.[7] Next came the investigation of the culprit but as the adventurer saved the Countess, Mathias Raiment was killed. Lady Ilise went to mourn him at his grave but was saved again just before Sirion Guerat could kill her.[8]

During the Imperial Simulacrum in the late Third Era, the village of Wind Keep was an active settlement. It was ruled by Lord Uthistyr and had a rivalry with Black Wastes and Norvulk Hills.[9] Wind Keep was neighbored by several settlements such as Black Wastes to the north-northeast and Vermeir Wastes to the southwest.[10]

Per the traditions of noble-ranking customs in High Rock,[11] Wind Keep under the rule of its late duchess,[12] was the seat of a duchy that only answered to the authority of a King, however, who this ruler or what their kingdom was is never stated. When it came under Countess Manteau's rule, the surrounding land became a county and she would have answered to a Duke or Duchess.[11] Who these people were is also never made clear.

  • ^  Though the character in ESO is named Ilise Manteau, some books and several outfit descriptions reference a character named Lady Eloisse, Fifth Manteau Countess, who was active around the same time.[1][2] It is unknown if they are intended to be the same character based on their similar names or not.
